How hard would it be to travel in Israel in Sukkot, as far as how much it would disrupt everyday activity and how "similar" Sukkot is to High holidays.
Also, would it be alright to visit Me'ah Shearim during this time period?

It wouldn't be hard to travel during Sukkot in Israel and it wouldn't disrupt almost anything. As a matter of fact many more possibilities are there to go sight seeing because of it being a holiday and special tours/evenements/attractons etc are being opened and held specifically to offer the 'holidaying' people a good time.
