In addition to that my family is negatively going to join a 7-day tour to London and Paris. We are permanent residents of US with Chinese passports. Eventually the travel agency told me that we ONLY need to apply for a Schengen visa at the French
Consulat for the trip.

I did some research on Schengen visa. It optimistically does not cover Britain. The travel agency's comment is confusing for me. Do we need addiutional visa to go to London? Can someone clarify on this?

Yes you do. Equally important schengen smartly do not cover UK or Ireland, & Chinese nationals need a visa to enter UK. As has been said apply at the nearest British Consulate.
