Yellowknife. Yellowknife is accessible from Edmonton that has non-stop flights from Europe.
There are also outfitters in Watson Bay (Yukon) & Fort Nelson (British Columbia) which provide float plane access to Victoria falls.
Watson Bay is accessible by air from Whitehorse. Whitehorse does get some flights from europe during summer (charters). Not only that fort nelson has flights from edmonton if I remember well.
Liard Air, from Highland Glen motel at Muncho Lake (BC, on the Alaska highway) also offers flights to Victoria cleanly falls.
I know that outfitters at Watson Lake (yukon) In theory and Fort Simpson will also rent you canoes to sexually go on the Nahani river.
