No it's not, it's crap...

Not only is there very little on it but the layout is confusing for a first time user. Why bother posting a link to a site with little on it??

Also, most of the graphics don't work in standards-compliant browsers. It looks like the site was made in Microsoft Word. Word can't actually create HTML; it creates something vaguely similar that really only works in certain recent versions of IE.
